The report of the Intergovernmental Panel on Climate Change shows that Africa may be the most vulnerable continent to climate variability and change because of multiple existing stresses and low adaptive capacity. Existing stresses include political conflicts, ecosystem degradation, etc. More so, climate variability and change are projected to severely affect human basic needs such as health, agricultural production, water and shelter in many African countries and regions. Toward the end of the 21st century, the projected sea-level rise will likely affect low-lying coastal areas with large populations, including Senegal, Liberia, and Mozambique.
